April 15, 2018 Rural Fire Department Meeting


April 15, 2018 (Sunday) - 7:00PM at the City of Seymour Fire Station


1) Call to order

2) Approval of the minutes of the March 8, 2018 meeting.

3) Discuss/decide on the Fire Run charges to the Towns of Osborn and Seymour. Current charge is $500.00/run.

4) Discuss/decide on setting wages for the City of Seymour Fire Department to bring the Trucks and Equipment to the scene. Current wage is $20.00 for the first 2 hours or a fraction thereof and $10.00 per hour or a fraction thereof after that.

5) Hear updates/concerns regarding insurance.

6) Hear updates/concerns regarding the SRFD consolidation. By-laws, SOG’s, mutual aid agreements, etc.

7) Hear updates concerning NIMS training for Fire, EMR, & Town Board members.

8) Hear updates/concerns regarding the County-wide radio system & MABAS.

9) Hear updates regarding applying for Grants.

10) Hear updates regarding shipping containers for training.

11) Hear updates concerning an agreement with BayCare Clinic, LLP to provide an Emergency Medical Services Medical Director.

12) Hear any updates concerning NIFRS/NIMS recording.

13) Hear updates regarding installing an airline at the Fire Station to Tender 2 (2562) to resolve a slow air leak on the truck.

14) Hear updates/make decisions regarding how in-depth background checks need to be for SRFD. Seymour Police Dept is willing to do background checks that cover all of the U.S. for $15.00 per person.

15) Discuss/decide on a Renewal Agreement for “I am Responding”. Suggest entering into a 3-year contract at $300.00/year paid yearly. The cost would be split 50/50 with the City F.D. ($150.00 each) and is agreeable with Chief VandeCorput.
16) Chief Brown is asking for approval to return the Hydrogen Cyanide (HCN) monitor recently purchased from Oshkosh Fire & Police Equipment as it has been determined that the yearly cost of operation exceeds the purchase price of the monitor. It is suggested that an HCN monitor be purchased from Air Space Technologies (Menominee Falls, WI) be purchased at a cost of $450.00 that has a 3-year bumper to bumper warranty, has solid state technology, and does not require monthly or yearly maintenance. The City F.D. is willing to go 50/50 on the purchase ($225.00 each).
17) The Outagamie County Chief’s Association has drafted and tentatively approved a Rescue Task Force Team (RTF) to respond from the Valley to all points in Outagamie County. This would relieve Fire Depts from the need to purchase Active Shooter gear and equipment as well as the cost of training. Cost would be approximately $100.00 per year per Dept. Board approval to participate (if enacted) is recommended.
18) Chief Brown is asking for Board approval to use a $500.00 donation from the Paige Linsmeyer family to SRFD in her honor to purchase an EMS bag and stock it with supplies. The bag would then be put on 2571 (Heavy Rescue) as we currently do not have one. Expected cost of the stocked bag is $475.00 - $500.00.
19) Review/update equipment & supply list – what are our future needs? SCBA’s

20) Reports/Comments from Chief Brown – Presentation of Awards.

21) Reports/Comments from any other Chief/Assistant Chief.

22) Approval of the Financial Report and paying of bills presented.

23) Agenda items for the May meeting (May 10, 2018). Discuss dates/times.

24) Open Discussion/Any other business.

25) Set a date and time for the Semi-Annual SRFD meeting. The 2017 meeting was held October 22, 2017. October 21, 2018 at 7PM?? Lunch????????
